Hrm, I suppose the question is if Free Dining is an announcement/special offer that is manually or automatically updated.
If it's automatically, it can truly be at any time. I'd hazard a guess at 6am.
But if it's manual, most likely when the offices open, which is usually what, 8 am? Which would then have the person(s) settle in and so probably more like 9am EST. I suppose we could look at the Disney Blog to see the time stamps on when major announcements happen.

Who knows how it's updated. Two years ago, it dropped around 12:30 am EST and last year, it was 4:30 am EST.

I've got to say, this is probably the craziest Disney thing I have ever done. I would wait till midnight sometimes for my 180 window or my 60 FP window. Or get up early at like 6. But never an all-nighter. And the fact that I have waited all this time for something that is not even guaranteed to be coming out? Nuts.

And yet - here I continue to sit. After watching everything on my Tivo, and feeling my contacts dry out more by the minute.

WAYYYY off topic here, but does anyone have a good method or remedy for getting rid of ants? I have tried Terro and Raid spray and nothing is getting rid of them...

Bay leaves. put them in our pantry last year and they left the house.
