Technically it is not a discount for DVC members. It is the price for the dining plans, set at beginning of year. When the prices are raised for general public, they are not raised for DVC for the rest of the calendar year. This has been true the last 3 years maybe? Don't count on it in the future, with the way WDW is raising prices on everything everywhere.
QSDP is $42.84 for DVC members.
Those prices are only on stays booked through DVC. So when a DVC member books a room though CRO, they pay the same as general public.
