2014 Flower and Garden Festival at EPCOT

This years festival starts March 5th. We will be there March 1 through March 6. What are the chances that the character topiary's will be up prior to it starting March 5th or if any of the food kiosks will be up and running. Particularly interested in trying a Dole Pineapple whip with spiced rum.
