how far out can you book a vacation? can you book for any of 2009 yet??

You can book a ROOM ONLY reservation 499 days out from the date of departure.

I have my May 2009 room booked at the Polynesian.

is the rate locked in though? or can it go up if they raise rates?

if you make a reservation now for 2009, you will be charged a one night deposit based on the peak 2008 rate for your resort. The rate for your room will then change once the real rates come out. Could be more, could be less, depending on when you are going in 2009.
