It will be the 2009 Basic dining plan for free. Theyre not gonna change it for free dining, its already determined it will be the same as 08 with the addition of the QS plan which will not be the "Free" one

It will be the same basic plan offered in 2008.For one it has already been offered to the US bouncebackers, second, they are not going to add back the gratuity or the appy, that is why they now have the deluxe plan.Third, they will offer it again, because for Disney it is a cash cow that simply brings in the numbers; and with a tanking economy and disney pulling out the big dog offers already..i.e the 4/3 deal, we can expect to see free dining again.

It'll be the basic plan as it exists in 2009. No appetizer or gratuity included. No refillable mug included. 1 CS 1 TS 1 snack per person per night. Only change from 2008 would be the dates you can book it. They'll offer it late August through September for the general public. Any extra targeted offers will depend on whether or not WDW needs to fill rooms in certain times.
