$200 Deposit Refundable?

I have a room with the free dining on hold for my mother. I could not get the same hotel for her. She is not sure if she wants to go.

If I go ahead and put down the $200 and she decides before the balance is due not to go is it refundable?

the deposit is refundable as long as she cancels at least 46 days in advance. The balance is due 45 days before. If you cancel after that point there is a a $100 cancelation fee for cancels between 6 and 45 days and a $200 cancellation feel for canceling 5 or fewer days before.
