20% off purchase between March 18 and April 29 - QUESTION

When I was at Disney in November I was lucky enough to get this 20% off coupon during one of my CS meals.

I'll be there again during the next promotion of this same coupon, but my question is, if you are on the dining plan, can you still get a coupon, or is it only if you pay with cash/credit card?
