That means they have registered to offer travel packages to residents of the state of California and that's the number you would use to register any complaints. Rather than print separate mailers for Californians, they just put it on the brochure for everyone.
The offer you received is the 'ticket upgrade' offer that's out there right now too. I don't believe it offers a discount on the room, but gives you free park hopping and water parks fun n more .. The offer card should clearly say.
The ticket upgrade offer is available at WDW travel without the PIN. Use the three letter code posted on this site and others, it's a general public code. The 20% offer.. I don't think is a general public offer.
