2 year old fast pass

I am planning for our upcoming trip and fast pass booking is quickly approaching. My niece is 2 years old and does not have a ticket. Will I still be able to book fast passes for her? How does this work?

Children 2 and under don't need FP+ selections.

Under 3 doesn't need FP. She can enter through the FP line with you.

She won't need a fast pass. She can ride with the group without one.

Not only does she not need FP, she can't get one anyway. FP must be attached to a ticket.
