2 parks. Which one first?

Tuesday, December 21. Unofficial crowd calendar: 6 (Dec 22 is a 10 though!). Staying offsite. Planning on getting there 1 hour before officially opening. Both park hours are open 8-10. There are 2 of us, and only 1 will ride any thrill coasters (so I will do single rider line). Not planing on seeing any shows. No meal reservations. Both of us are in our twenties, and want to ride all major attractions.

What do you think? Should we start at US and bank on the small crowds, get it done early, head over to IoA and hope WWHP clears out at night? Or do we start at WWHP hoping the crowds aren't too crazy right away, then head over to US late afternoon-ish?

It wasn't really busy when I was there but I did notice most of the crowds started with IoA first thing and then switched to US later in the day. My family and I did the opposite one day and it worked great. Didn't have to wait more than 5-10 minutes for anything (including the rides in Harry Potter).
