2 adults and 4 kids under 7, what will they not be able to ride?

To clarify, on TSMM, it does have a bench, but it does have two individual lap bars. That's where the confusion lies. If it is okay to have a 3rd person, what do they use as a restraint? Is one child on an adult's lap? It seems to be the case that it's okay, it just seems like the ride isn't set up for it.

On 7DMT, I think that the rule is that an adult can sit behind, but CMs are not enforcing it that way. That's why I say your mileage may vary. It would be awful if a family got turned away because of a mis-construed rule though. I think it is the minute detail of these rules that makes me so interested in them. I don't even have kids.

Well until there is a stated rule by Disney all guests must be aware of the high possibility of not being allowed to put two young children together. There is no rule that parents can ride behind them, it's just what some guests have experienced. I've seen it over and over. One family had about an 8 year old and 6 year old. CMs (several of them) stood their ground and refused to board them, saying a parent must be with the younger one. The train left. I've seen many be told to switch their party so that all under 7s are with an adult while older ones sat with strangers. Most comply to ride.

I would hate a family to stand in that standby line on the chance they may get to ride. CMs will have the final word.

I am used to going with friends of mine who are quite larger than me. It's funny because my lap bar and theirs aren't even close in how far down they go. It's fine on TSMM of course, but on Big Thunder, I'm barely held in, ha ha! I feel like I could fly out of that thing. Then of course if I'm on the outside when we take a corner...squish! They have over 100 pounds on me.

Last few times I rode Big Thunder alone ............ while my bar was my "size" I kept sliding back and forth in the car hitting each side. When I'm trying to hold my bag and hold the bar and fly all over ......... quite the sight for those behind me. I felt like I was going side to side as fast as I was going forward.

On our two trips last year, I was able to ride all the buggy rides (HM, TSMM, Buzz, etc.) with my 3yo and 4yo, and my two 8yos rode together in a separate buggy. It was never an issue on any ride. My 3yo and 4yo were just barely 40" and didn't seem mature enough to handle things like the roller coasters at MK, so my 8yos rode together using FP+ to shorten their wait while the younger kids and I had a snack by the exit. Since the older kids aren't 7yo, you may want to try a rider swap for those brave enough for the more intense rides.
 
SDMT and barnstormer are the big ones. When we had three kids aged 6, 5, and 3 who were all over 40 inches my DH rode barnstormer three times in a row while I stayed on the platform with the other two kids. They would not let us put two kids in front or back since all were under 7. Also TSMM I rode with two kids while DH rode with one. The restraints were fine. I let the three year old and five year old play while I held on to the three year old next to me. Most other rides were not a problem. Now we are heading down in mere weeks and I'm excited my two oldest are over 7! They can ride together next to us.
 
Just read the OP message again, you can sit three one adult two small kids across in dumbo, Peter Pan and Ariel as well as Pooh, BTMR, and splash mountain
 
So, does the child ride in your lap? I'm just curious as to how the lap bar works.
Yup, child in lap. You don't move around as much as one would think.

Caveat: Neither DH or I am anywhere near pooh sized, it may work differently if you are - I have no experience in that realm.
