We had MSPAP here for about 10 years. The Maryland Student Performance Assessment Program. It did not give individual student scores but graded the school. Funding was tied to it also. Teachers "taught to the test." It was given in 3rd, 5th, and 8th. By 8th grade, the kids knew that it made no difference in their grades and they wouldn't be in that school the next year anyhow, so most put forth no effort. They were stopped last year.
Lorraine, "schwetti balls" was soooo funny. I laughed 'til I cried watching that. It still makes me laugh when I see the reruns.
