I have noticed everywhere you can start booking your ADR 180 days prior to your resort arrival.

The issue is, we're staying offsite. Is it 180 days from the time you will be eating at a particular restaurant??

Also, I get a place like CM you have to pay in advance. What if you want to dine at a restaurant like Boma? Is there a charge to reserve this?

Yes you can make your reservations 180 days from the day you want to eat.

I don't believe you have to pay in full for Chef Mickey's, you just need a credit card as a place holder, because if you cancel within 24 hours you are charged $10 per person.

I think Boma has the same thing, but I don't remember.

Credit card hold at Chef Mickey's, no prepayment.

No credit card hold at Boma.

Great so I can book other restaurants and not have to pay to hold my spot?? :)

Nothing will be charged to your CC unless you don't show up for your reservation. At that time a $10/person charge will be charged to your CC.

I believe the window to cancel is now 48 hours rather than 24.

No, it's the day before. Anytime the day before. There's a sticky on this board with Disney's policy taken from their website.
