I also have skin that is prone to breaking out and can't use any of the nifty wax sticks, or pretty much anything with a very creamy texture.
The best thing I have found for my face, is the Neutrogena gel sunblock. I don't think it is specifically for faces, but it won't run and doesn't make me break out. If you have VERY sensitive skin, you may want to test it, because it has a "cooling" property that might feel like burning. But - it doesn't bother me, and I can be kind of sensitive.

OH - one last sunscreen tip --- DON'T FORGET THE TOPS OF YOUR FEET, you sandal wearers.
