I would like to know if there is a site where I can learn about this? If you pay for your points are they good forever, or do you pay for the points each year?

You "pay for" your points once, when you buy them. They will be "yours" for 40 or 50 years, depending on which resort you purchase. Only Saratoga Springs is currently for sale directly thru Disney, and it is for 50 years. Once each year you will pay "maintenance fees" on each point you own. This fee is typically between $3 and $4 per point.
