It really depends on what you are looking for, please provide more info. Are you looking for casual or fancy? Dining experience for the kids or just good food? Do you have kids, how old? Are you looking for themed or just good food?

For more upscale I would say:

1.Narcoosees (go for dinner, watch the electrical parade & Wishes from the deck after)
2.California Grill
3.Jiko at the Animal Kingdom Lodge

For more fun with kids:

1. Cinderellas Royal Table
2. Ohana
3. Sci Fi Cafe or 50's Prime Time

For super fancy super expensive you could try Victoria & ALberts.

I would recommend looking over all the menus to decide.
 
Factoring in culinary vision, execution and "the Disney experience", I would say:
Victoria and Albert's
California Grill
Citrico's

If you take the "Disney experience" out of play, I would delete the California Grill and insert bluezoo.
 
It's going to vary a lot,

My DH and I have our top three (we are both 26, no kids, prefer $$$ range):

Brown Derby
Mama Melrose
Kona

We have eaten at 72% of the restaurants, we currently have ADRs to California Grill, Narcoossees and Spirit of Aloha based on wonderful reviews (but they are all special treats for us because they are more expensive).
 

If you are traveling with kids here are our top 3

1) 'Ohana

2) Cinderella's Royal Table - Mommy and me lunch date with each girl (other girl goes with dad for some Daddy and me spoiling)

3) Biergarten - dancing for kids & German beer for dad :tilt:
 
Too many variables without enough info.... Do you have kids? Do you want dining in parks or resorts? DDP or not? Do you want to pack clothes other than shorts and tees (Victoria and Alberts - we never have, but personal choice).

Anytime I mention Disney, my kids (all teens/adults) ask for Sci-Fi and LeCellier. Without them I definitely wouldn't eat at Sci-Fi.

We really enjoy Kona Cafe but don't like Ohana and many do. We really like Biergarten, but many find sitting next to strangers weird or uncomfortable.
 
We have no young children and have eaten at 98% of the places.

My top 3, in order:

Victoria & Alberts
Bluezoo
Il Mulino
 
For our family the first 2 choices when there are LeCellier and 50's Prime Time. After that is is kind of a toss up between a number of places.
 
For us it is:
LeCellier - Epcot
Ohana (dinner) - POLY
CRT - MK (everyone should do it once IMO)

I would also recommend:
Sci-Fi - DHS - it is an experience you can't experience just everywhere

V & A is VERY expensive I have heard.
 
We like a lot of them for various reasons, but the ones we migrate back to are:

Biergarten
Akershus
50s Prime Time

We are more into the experience than the food, but we found the food at all of these to be worthwhile. We are looking forward to trying some new places on our next trip:
Boma
Coral Reef
Marrakesh
are all on the potential list. (But we are going back to Biergarten to celebrate my DD's 8th b-day.)
