Disney releases "code rates" that are open to the general public. In my experience, they are comparable to the AP rates.
AP rates can be booked by anyone, but upon check-in you must present your AP (or an AP voucher, I believe) to receive the rate. So, you don't have to have the AP in hand to book the room at the AP rate.
As far as codes - keep an eye out here, on mousesavers.com, and in your local Sunday paper travel section. Then, with code in hand, you can call CRO and ask for availability at your choice of WDW resort using the given code (usually three letters).
