CS-Be Our Guest (lunch only)
CS-Cosmic Ray's (dinner only) - chicken and ribs combo

Epcot:
CS-Les Halles (France)
CS-Sunshine Seasons (The Land)
CS-Tangierine Cafe (Morocco)

AK:
CS-Flame Tree - barbecue ribs and chicken combo

DHS:
CS-Starring Rolls - sandwich, cupcake and iced espresso drinks

DTD:
CS-Wolfgang Puck Express at Downtown Disney Marketplace (best CS dining plan value on WDW property)

We always do WPE Express DTD Marketplace several times a trip with no DDP. Would also vote for CHH in MK, Cooke's in DTD and Sunshine Season in Epcot. The new CS in France in Epcot may also be a good one if you like the menu. We haven't been since it openned.
