Depending how our week goes, and how tired the kids are, we may end up not using a TS meal, and want to use it for a QS meal at the food court. Will they allow that?
We're only doing one reservation a day, and most of those are signatures or shows. We're doing the deluxe because we want all the snack options and don't want to be limited on where we can eat. However, because we want to enjoy the parks and not have to plan our trip around where we eat, we will probably just grab a quick bite wherever is convenient. Sure, it will be a waste of money because we're on the Deluxe, but we've waited 30 years to get back to Disney and want to be on a prepaid plan so we're not flinching every time we look at the menu prices.
Only stating the obvious, that most would consider using a TS entitlement on a counter service meal a waste of money. If you end up feeling confident that this will happen when you are there, one option other than wasting a TS on a CS would be to maybe go for a signature meal (which requires 2 TS) or maybe do a dinner package (such as Fantasmic) or show (Hoop Dee Doo Revue) that also require 2TS. That way you can actually have a free evening without having to worry about using a TS on CS. Just a thought.
How exactly do you convert a TS credit to a CS credit? If you are out of QS credits but go to eat at a QS restaurant, will it automatically take a TS credit? Or do you have to tell the CM that you want to use a TS credit?
Yes. It is allowed. It was specifically written in the brochure earlier this year, but then they revamped it and that "great tip" was romoved. Someone posted a copy of their email (within the last two weeks) where they asked the question to Disney directly, and Disney's response was that it could be done.

entitlements for quick service meals, but you cannot use quick service
meal entitlements for table service meal experiences.
