I have not seen any published dates for a reopening, however, I don't know if you are aware of it or not, but they do have a temporary location set up by the arcade. It's a limited menu (mostly grab and go foods) but there's at least something for now.
Hmmmm......well, again, it depends where you are. I know that Disney concierges that work at Disney Resorts are not technically supposed to accept tips but most managers will allow them to. For non-Disney resorts, we are allowed to accept tips be we do not expect tips. Sometimes guests will hand me a a couple of dollars for making a booking for them, etc. It's always appreciated but not necessary. I would say that if your concierge really goes above and beyond in the amount of information they give you or in helping you out with something, then a tip is appropriate. If you have the concierge help you arrange something special like a birthday or have rose petals put on your bed, etc, a larger tip may be appropriate. Again, completely not necessary, but appreciated. Do what you feel is appropriate.
