Lots of good suggestions. I never knew about the speedboat dock under the monorail! I have to check that out.
Another spot that gets overlooked is a raised seating area on ROA, near the Mark Twain/Columbia dock, and just to the right of the turkey leg cart. There are stairs and a ramp going up next to a building that looks like a little Harbormaster's shack or something, and you can't see that there's anything up there till you walk up. There are 6-8 tables up there and it rarely has more than a couple of tables occupied. Nice view over the ROA.
