WWYD - Garbage dumpster and raccoons

I need some advice regarding a school garbage dumpster behind my new home.

We moved in to our new home back in July. We back on to an elementary school parking lot with the garbage bins located behind my fence. It's two bins with a wooden fence around it thats locked, but open at the top so garbage can be thrown over into the bins.
I didn't see the garbage bins as a problem when we moved in because my DD goes to the school and they do not allow children to toss food waste into the garbage. We have 'boomerang' lunches where the garbage is to be brought home. Anyways, I figured the school is closed over the summer so there won't be any garbage and during the school year, there won't be any food waste smelling up my backyard.

Well, what I didn't think of, was people driving up at night and throwing their garbage in to the bins. Somehow, they open up the large top lid on the dumpster and toss their stuff in. They don't bother to close the lid.
Now I have friggin' raccoons crawling up my fence to get into the bins and they bring their snacks back and sit along my wooden fence enjoying their meals. On top of that, they are pooping all over the top of my fence and on my deck. It's disgusting! I have a small dog and I am afraid to let him out at night to do his own doodoo in case a raccoon goes after him. Not to mention that raccoon poop is dangerous for my dogs health as well. My husband smokes outside (not in the house) and he has to take a broom with him to shoo them away. He just hopes the big raccoon won't fight back!

Sorry for the long post. But I need advice on who I should see or call about this. I did speak to the school secretary and she told me I should speak to the caretaker about it. What's he going to do about it? Nothing! But I want the bins moved away from my fence.

What can I do so that action will be taken?
 
I would talk to the school principal because it is there responsiblity and most schools want to have good relations with the neighbourhood. I know at our school they built a fence around the garbage units and lock it at night. I live in a newer subdivision as well and we had problems with people dumping all their junk off at construction areas at night. Eventually the police came by and asked everyone to write down the plate number of these cars and pretty soon after the dumping stopped.
 
Either talk to the school principal or the school board trustee that covers your area. Either one should be able to take care of it for you. I'm sure they'd be glad to find out that others are putting garbage into their bins, as it costs them money to get it removed.
