are drink kiosks/bars open during evening EMH (930-1130)? For example, the beer kiosk at rose and crown, drink carts in Italy, cava de tequila, etc?

Usually, at least some of them are, and some may close a bit before the end of EMH.
Things can vary in WS during EMH.

Rose & Crown pub stays open (the indoor part, I don't know if the beer cart outside does). I believe some of the kiosks do but not all of them. La Cava closes after Illuminations.
