Not sure about scooters specifically, but our experience with a wheelchair was that we were allowed to go to the table and get the wheelchair person situated, and then take the wheelchair back out and park it just outside the dining area. I'm not sure exactly where it was parked because I wasn't the one to take it out, but I think it was basically just outside the immediate table area. For a scooter, it seems like it would be tricky to get it turned around and take it back out, so I would guess if your mom can walk short distances they would probably have you park it first, and then walk to your table. If she can't make the walk I'm sure they would come up with a solution. There was no problem staying in the chair while waiting in line and taking it down to the seating area - no stairs or anything.
