WoC stands up to wind very well. I think it has only been cancelled due to wind one time. The main concern should be if you will get wet. If the wind is blowing toward you, you may get sprinkled on even all the way to the back and soaked in the first tier or second.
Firework on the other hand can be limited or canceled very easily due to wind.
Fantasmic has small problems with wind.
