If you use your wishes for dining they'll work everywhere but Victoria and Albert's and the chef's domain in Citirco's. Some restaurants "cost" 2 wishes, most are just 1 per person. There are no vouchers, all of your wishes are on your room key and won't be activated until you check in.
You can make PS, but you don't have to. Just tell your server that you'll be using your wishes and 99% of the time they're more than happy to explain what you're allowed to get and take care of everything for you. When you get your bill it looks similar to a credit card slip, except your copy says that you don't owe anything, and it will say how many wishes you have remaining. If you order alcohol or anything else that isn't covered there will be a separate slip for that. If you decide to charge your meal instead of using wishes (like we did at a few counter service places) just tell them not to use your wishes, and they'll ring it up like a regular room charge.
We've done the plans for 3 trips now, and have only had some slight problems this last trip... At Alfredo's our server charged us for our n/a smoothies that he said were included when we asked (he may not have understood us...). On our way out I asked to see the manager and was very polite and it was taken care of. We were also charged for a tour instead of using our wishes, that was an easy fix. You can ask at guest services at your resort to give you a print-out of how many wishes you have remaining and where they've been used. You can also have a print-out of your charges, so keep your eye on it and you won't have any problems. I'm glad we took the 5 min. to do that - I kept wondering why we had 2 extra wishes, ah, extra $100+ for the tour, that's where they were
