Depends on what you mean by "to go." None of the QS places are going to box up your food like a traditional take-out, but you can go into any QS and get a drink and something to eat.
If you're thinking of TS places (like getting the cheese soup at Le Cellier), you still have to make an ADR, be seated, order and then ask them to box up your "leftovers."
We like to share QS meals and make our own mini festival. La Cantina San Angel, Tangierine Cafe, and Lotus Blossom cafe have some good shareable plates and drink selections.
