1. I think it depends on the area you live in. Obviously, you want someone who is familiar with your state's laws, etc. While I see quote for less money from others, it could be because the competition in their area is high, etc.
2. You want to go to an attorney you can trust.
3. I counted the documents. There are nine (9) you want for $1800, which averages to $200/document (I know you mentioned that the two wills are $1100). If the attorney is not using a form off the internet but has, instead, created his or her own that can stand up to legal scrutiny, then I think the cost is reasonable. If the $1800 is the entire total (including any revisions that you may want), then it seems reasonable.
4. Ultimately, you need to decide what you feel this is worth.
