Easily, if you are at Epcot for Rope Drop.

If you show up a bit early for rope drop and are near the front of the crowd headed towards Soarin' you will probably be able to squeeze in a boat ride in the Land before your ADR.

If you are at Epcot for RD and go directly to Soarin, you will be early to Garden Grill. You should even have time to do LWTL before breakfast.
When we go in through the IG, walk to Soarin at RD, we are usually done by 9:15 and on LWTH by 9:20. you could easily be at Garden Grill by 9:45.
