I was wanting to know if there will be any deals for hopper tickets next yr around middle of feb?

There's no way to know until an announcement is made from Disney.

This year they did the "Give a Day Get a Day" promotion.
Last year they did "Free on Your Birthday."

Until anything is announced, everything else is mere speculation and I would not make plans based upon it.

Well... that's a tough one.

The gamble is as follows:

- You can wait to buy tickets, hope for a promotion that works in your favor, and cross your fingers that they don't raise prices in the meantime.

OR

- Buy tickets now so you don't have to worry if prices go up, but miss out on a promotion that may come along.

It's a tough choice, but you sort of have to go with your gut and just pick a direction.
