While I'm sure that illegal behaviour of any kind is something of a concern, the primary reason that they don't normally allow adults to dress as Disney characters inside the parks is because they don't want "bad show" from amateur characters. Character CM's are very carefully trained and have to follow very stringent rules re: what they can and cannot say and do, and amateurs would not know those things. Some of the things that amateurs might decide to do could cause real problems; for example, taking monetary tips in exchange for autographs or photos, or setting up an autograph line right in the middle of a main pedestrian thoroughfare.I'm sure you're a lovely person and that this is just for fun but I can see why WDW might be concerned with child abusers dressing up to lure kids away from their families.

We had a special swimwear moment at Blizzard Beach also. Now, please keep in mind that I am quite fluffy for my 5' 2" body but I also try hard to appropriately cover it. We were climbing the stairs to the Toboggan Slide when we met a 300+ lb gentleman in a speedo. His table muscle hung completely over his speedo so when he was coming at us he appeared to be naked. My boys were speechless!
It wasn't so much that I didn't like it..If I could have actually seen the suit it was probably very pretty, but the problem was that you could not see it due to all the YUCK hanging over...The bad thing was that she was not in the least self-conscious about it. She was strutting it PROUDLY, which is good I guess that she felt that confident, but girlfriend had NO BUSINESS at all wearing that!!
