Will I need a PS?

We will be at Disney from Aug 7-21. We would like to stop at some of the restaurants at Epcot at about 2:30-3:00 in the afternoon for an appetizer or dessert. Will I need a PS? Also, is it okay to just get a desert and not a meal?

You shouldn't need a PS during that time of the day, as long as you're flexible on your times. And, yes it's perfectly fine to just get a dessert!
