NO. That division doesn't know about direct/resale and frankly probably doesn't care.
FP+ is a feature of having park admission. Direct/resale has no bearing on tickets.
The 60 day booking window is a benefit of having a Disney Resort Reservation. Direct/resale pay the same dues rate at each respective DVC resort.
They will do it only if DVC is willing to pay big $ to do so. Would it be worth it from a marketing standpoint? Possibly...but it would not be cheap re-encoding the FP+ booking website to separate out some onsite guests from other onsite guests in the FP+ pre-booking system.
They could create exceptions for different tiers of AP, DVC resale-direct, resort tier, ticket types....
Add in people having multiple accounts, qualifying for different exceptions and so on. Then stir in with the well documented competency of Disney IT.
It would get a nightmare really quickly.
Now rules are simple: you must have admission and you either stay onsite or not. It will probably stay this way.
