Why not out of LA?

The op's question concerned why not out of LA, there was no indication of San Diego. I still believe that California state laws and requirements are a detriment to encouraging increased DCL sailings from within the state of California.
What are the state laws that make it detrimental?

Considering the fact that DCL has continued sailing from California ports (for a number of years), and reports are that once the new ships are completed the Wonder will be permanently based in California, it seems that any laws you are describing are not all that discouraging to DCL or any number of other lines that base ships in California ports.

Years (and years) ago, the plan was to permanently base the Wonder out of California. That was before the drug cartels made parts of Mexico (specifically Mazatlan) unsafe to visit, so cruise sales plummeted. It would be nice if the Wonder does stay in California, but that plan has fallen through before so I'm not holding my breath.
 
I would love to see more Pacific Coast cruises up into San Francisco, Astoria and Seattle. One ways would be great, but I guess laws prohibit that. We loved staying over the night in San Francisco on our cruise!

Well, they could do one way LA/Vancouver cruises with no problem. Or, even, round trip out of LA as long as they do a call at either Ensenada or Victoria or Vancouver during the cruise.

We'd do that but I'm not sure it'd be a long enough draw if you aren't from around here since the weather is only hot for the dog days of summer....
 
Things are changing, starting in 2019 with the Westbound Panama Canal Cruise, they have it slated to depart Florida a FULL TWO MONTHS early, (February 24th, 2019) and arriving in San Diego on March 10th, then it will be based in San Diego a full two months conducting Mexican Riviera Cruises, a total of 14 Itineraries IIRC. I'm guessing that this is to gauge the ability of DCL to book Mexican Coast cruises in anticipation of moving a ship (Wonder?) to the West Coast permanently.

They’ve been doing the Mexico cruises for several years. Our first was Mexico out of LA in February 2012. We did a Halloween Mexico out of San Diego in October 2015.

Yes, they've been doing a few Mexican Riviera cruises (or Baja) each year. But this looks like a longer trial period to see how it goes.
