Why is fish not considered meat?

Thats was actually the point I made to my Mom, I told her if you cut off your arm and eat it, it's still meat you are eating right?

I don't understand why fish isn't considered meat. I know some people who are vegetarians that won't eat meat, but they do eat fish. I'm a vegetarian and I don't eat either. To me they were both living animals, so I don't know why they both aren't considered meat.
