Why is DisneyQuest not offered as a PLUS option?

Not complaining, just curious. We normally buy parkhopper PLUS and tend to have PLUS options left over because we spend one day at waterpark and one night at PI. I believe the admission price for DQ is roughly equivalent to PI and waterparks.

The main reason is capacity. The water parks and PI will hold thousands of people at any given time. DQ is an indoor attraction with much lower capacity due to fire laws.
