Why is Disney overstating some SB times?

They do. But the FP+ scans are last done at the merge point, not the loading area. There will always be some delta that depends on the attraction. And of course there are no scans in standby, the queue everyone wants to know.

Good point. Could they install active sensors throughout the queue?
 
Oddly enough, before FP it was easier to judge wait time. For example, at Earthquake, we knew we could put about 220 people in each show, and that each section of the queue held about 220 people. So if the first section is full and a show just started, and we were running shows every 15 minutes, we would put up a 20 minute wait. Now with FP and Express passes, you really don't know how many "extra" people you will have that will impact the standby line (I mean, you know how many FP are given out, but you have no control over exactly when those people come back, or how many actually use the FP), so it's more of a guessing game. And they'd much rather have someone see a 45 minute wait and only stand in line for 30 minutes than have someone see a 10 minute wait and stand there for 60 minutes.
