Maybe it's deluxe they can't upgrade to. I thought I saw that British customers couldn't upgrade free dining.
Deluxe can be upgraded from the regular DDP, not from QSDP! DDP to Deluxe is 20 pounds per person!
I think, though, you in the UK have an easier time touring Europe and etc. We don't get the cheap airfare to those areas. I have a friend in London. She and her husband are constantly driving/flying/taking the train Paris, Italy, Dubai, South Africa....cannot stand looking at her facebook it's so depressing.
It's not as easy and cheap as you think! It is as easy as is travelling the US is for you, prices for airfares are far higher here!
We travel quite a bit too, but it costs as much as 1200,- for a 3 night weekend to fly to DLRP, with the smallest rental car in Paris and a hotel room (no food)! At least that is what we paid last October.
My friend who lives in Buffalo flies to WDW for $69,- one way! I wish there were an offer like this here!

No, it is not. Most of us Europeans can use it! It is NOT open for US citizens though - you have your own Disney Travel Company (that's what I was told when I tried to get the deal for my US friends and we were not able to book OKW (with 48% off and Free DDP) for them.)
