Why does it take so long for dessert parties and dinner package schedule to become available?

ADR's at the 180 mark yet ROL and dessert parties 90 days prior- Folks hoard other reservations waiting for these to become available- Just in case it gets sold out or whatever- kinda takes away from other planners that don't want the party/package from getting some of their fav's.

I know some folks don't do the packages/dessert parties because they are expensive- but some folks enjoy them despite the cost.

For planning purpose-would it not be better for staffing these events to know well in advance what the headcount would be?
