Why does Disney only put interier hallways in Deluxes?

I never minded the exterior hallways until last week at CBR. We were on the corner next to the main steps to the walkway/beach. I thought second floor would be more quiet, this was the first time on the second floor at a moderate. It was very noisy, kids running down the hallway at all hours. I think the second floor made the noise vibrate up the walls. One night I heard this loud banging sound around midnight. I peaked out the shade and someone was dragging a stroller up the steps! I wish people would be more considerate, especially late at night or early in the morning. This applies at all types of resorts, kids run down interior halls too and people talk loud there too. I wasn't worried about the safety issue, more concerned with bugs/lizards coming in.
