Why can't I get an avatar?

Help! I've tried over and over, and I cannot get an avatar! Each time I try, it appears that the changes are saved, but then it goes right back to the same old "no avatar". It says that the miniimum amount of posts needed is "0"...is that not correct? Could this have something to do with me being on crummy webtv?

Are you trying to use one of the DIS avatars or are you to to set up a custom avatar?

I've only tried the pre-made avatars on the boards...still no luck
