Why can't DVCers get FL resident options?

Because either management hasn't tried to negotiate for those, or they tried and failed.

DVC ownership does not qualify an owner as a Florida resident. That's specifically called out in the legal documents.

DVC owners are not Florida residents in the legal sense.

Disney could, of course, give DVC owners any perk they chose, but they choose not to give ALL Florida resident perks to DVC owners. They have made some FL resident perks also DVC perks, but not all. For example, you can't get Epcot After 4, water parks after 2 (or whatever it is) or the monthly payments for APs...yet.

I suspect this is a bit of a test to see if dvc members can work with blackout dates. If they don't get a bunch of complaints from gold passholders during the blackout dates then I wouldn't be surprised to see more passes available to dvc members in a year or two.

I would totally go for that weekday only pass with the blackout dates. I don't go during those blackout times anyway, and I have no problem staying away from the parks on the weekend since they are more crowded then. That pass would be a real bargain for people like me!

I've actually been expecting them to go the other way with the Epcot after 4 pass. It was created in the heyday of Epcot dining to entice LOCAL residents to come to Epcot at night.

But with the crowding and lower quality of the Epcot food outlets nowadays, I really doubt that many Orlando folks go there at night any more. Who's gonna pay $20 to park to eat overpriced food in a place that resembles a NYC subway during rush hour?

Changes with Disney are always based on feedback and marketing research. If you are unhappy about the change letting them know is your best course of action. Not just DVC but also Disney.

I'd consider this pass since it doesn't look like it has blackout dates...that said, it's still a grand for a family of 4, so Universal will still most likely get my money...

Honestly, I don't see that happening. Currently, none of the FL Theme operators offer monthly payment plans to non-residents. By restricting monthly payments to residents only, they only have to deal with collection laws in that particular state (in Disney's case, 2 states: FL & CA).

Yes, that's what I've heard is the road block, dealing with collection laws in all 50 states, plus possibly foreign countries if you allow it for all DVC members.

In spite of the wording and what some might think, this is not a FL residency issue but a Disney has decided it's that way issue. It ultimately comes down to $$$.
