Who would I contact - can someone other than parent take kids off the ship?

When we sail I'll be 20w pregnant. While I don't foresee any problems, I want to be prepared for the worst. We're sailing with our kids, my parents, and my IL's. DH and I have passports, our children do not. If something catastrophic happens and I need to get back home due to a pregnancy emergency (I can't even think of what it would be), could our parents be on some sort of list to take the kids off the ship when it gets back to FL? Who would we call to make sure of this, and add their names to any possible list. Again, we don't expect any issues but I just want to make sure we have every base covered and every contingency figured out.
 
There are two forms that I know of that could be filled out in advanced.

This one allows someone other than a parent in the same room to take a child off the ship for excursions (even needed for parent traveling in a different room):

This one is for a minor to travel with someone other than their parents:

Both of these can be found on the DCL website so you can fill them out before you leave.
