Who or what department oversees the resort/hotel managers?

Would any of you know who/ what department would oversee the hotel/resort managers on WDW property? I would like to send a letter to the person who manages the hotel managers.
 
That would be Area Operations Manager.
As the hotels are grouped into
Value
Moderate
Deluxe
Deluxe Villas

I would expect the Area Operations Managers to be grouped the same so

Value Operations Manager
Moderate Operations Manager
Deluxe Operations Manager
Deluxe Villas Operations Manager
 
After working in hospitality (including at Disney World), I always recommend complaining up and complimenting down.

If you have a problem, start with the first person you see related to that area. For hotels, that could be the Front Desk staff. That person may actually be able to fix the problem. If not, work your way up. This strategy gives you the option to appeal each decision, if you feel you're not getting an adequate response.

For compliments, just jump to the top. I guarantee that your praise will get distributed down the line. Compliments are (sadly) rare in hospitality, so they will not be ignored.

I think it depends on the severity of the problem. In my case, going to front desk wasn't going to do anything so I went directly to the resorts Housekeeping manager. But if it's a small problem I'd start with Front Desk.

You are right about compliments. Everyone is quick to say something when things go wrong, but rarely takes the time to recognize a special person. I once wrote a letter about our fav CM at WL. I was so happy to get a phone call thanking me, and letting me know he was going to be recognized at a special ceremony. So glad I could do that for him.

I want to praise the OKW staff from night CMs, event CMs, security CMs and managers. Our family had an experience that was beyond what we expected. I want those above the resort manager to know how they changed our lives during a challenging time.
 
Just a little update on this.

I wrote a letter (not email) to Mr. George Kalogridis, complimenting the OKW cast members. A CM from the executive office called me to thank me for the letter and said they would be sharing it with the other executive staff and the OKW CM’s.
