Who is this?????

This may be really a dumb question and it may be obvious, but I just don't know who this character is!

She came out last month when the ton of characters came out for the end of the last taping of Regis & Kelly at WDW. When she was walking back to where they came out from, everyone was yelling, "Tinkerbell!" and she turned around and waved and I snapped this picture. I honestly do not think she is Tinkerbell, but maybe she is. Can anyone clear up this mystery of who this character is?

The only place you see her in the parks is during the Share a Dream Come True Parade. But gosh, I love her costume.

Wow! I never seen her walking around before! I think I remember seeing her in the Main Street Electrical Parade at MK. If only she could get out for meets and greets - wouldn't that be great!
