Who can a Member buy DVC APs for?

I have a question about DVC annual passes. On the Disney website, it says:

"Price for Disney Vacation Club Members

Item(s) are priced for Disney Vacation Club Members only. For these items, you must show a valid Disney Vacation Club Membership ID at the park entrance to pick up a maximum of 8 tickets or passes."

Who can they pick up tickets for? Can they only buy tickets for Members? Or can they buy them for associate members too? Or anyone else, for that matter?
