My kids love BB's Ski Patrol area. It's set up for kids from around age 4 & up. They've also got a nice lazy river and a family raft ride that doesn't require a parent to carry the raft up stairs. My kids found the kid's section of TL was more for toddlers once they were about 3 and wanted to do things similar to the big kids. We always avoided TL's wave pool until they were older and could swim well enough to stay out in the deeper water. The bottom of the pool is very rough and when they stayed in shallow water they kept getting knocked down by adults, who were knocked down by waves, and got some pretty bad scrapes.
Definitely Blizzard Beach with kids that young. They have a great kids area! The wave pool at Typhoon Lagoon is very, very rough, so I would not recommend it for younger children.
