Which Park First?

We've got 4 days to romp around all three parks in October. We've been to US-Hollywood several times last year. I know there are some similarities.

Do we hit the main park, Universal Studios, first? Or should we head to Islands of Adventure on our Day 1. And is the waterpark really worth going to during the 4 days?

I stay onsite and go to the park with early entry.

No water parks for me but VBay is a highlight for many from what I have read on the boards.

Hit whatever one has the stuff you want to do first. Since no HHN this year the studios won't be closing early for it (but who knows what their operating hours will be). Besides Early Entry for on site stay, there is no real one to do first. And if have park to park tickets, can just hop over to the other one if you want.

Volcano Bay is fun if you like water parks... but again, who knows what their operating schedule will be. We had 3 Park AP's and would hit VB late afternoon until they closed, and that worked great..but they are not staying open late anymore.
But 4 days is plenty if you wanted to take a VB day.

If you are Harry Potter fans, travel as Harry by starting in Universal at Diagon Alley and arrive to IOA via the Hogwarts Express (park to park tickets required)

Yeah this the recommendation for HP fans - otherwise it makes no difference
