it depends on what you and your children consider the best...
Can your kids swim well? You have to pass a swim test before the lifeguards will let you down the SAB slide (which is the best pool complex in my opinion as well, spicycat

)
How old are your children? Will you want/need to be in the water with them, or are you ok sitting close by, keeping an eye on them?
Are you going to need more than just a hotel room for accomodations? If you require a suite, one or two bedroom property, then that eliminates the Moderate resorts on-site - which have slides and wonderful pool theming. You would have to stay at a HomeAwayFromHome Resort, like BCV, OKW,VWL,BWV,SSR.
