Hello there FirstTimer!!!
Okay, so we have Chef Mickeys, Crystal Palace, and Tusker House on the menu.
So, since I've never written to you before keep in mind that these are MY opinions and experiences ... I can offer suggestions but ultimately it is your decision to make ... well, your friend's anyway ... and not mine. If there is something that you REALLY have your heart set on don't let me dissuade you because YOU might enjoy it ... regrets are souvenirs nobody wants to bring home!
ANYWAY ... now that my disclaimer is out of the way ... let's begin shall we?
Tusker House - My family and I went there once and found the food to be mediocre at best. There was nothing memorable about it ... it was simply, okay ... and for the price you'll be paying it should be an experience!
Chef Micky's - We did this for a couple years and then it slowly faded on us. The atmosphere is nice and watching the Monorail zip through the Contemporary is cool for kids of any age

. The food is good, it's a buffet so everyone should be able to find something to please their taste-buds. The downer of the place is that the volume is turned up to 11!

In my opinion, Chef Mickey's is thee noisiest restaurant we've ever been to! I'm not sure if that would mean anything to you or your friend but I just want you to be aware.
Crystal Palace - Fun place, right in the center of the Magic! It too has a high noise level; not as high as Chef Mickey, but still up there. Food is excellent plus you have the added little perk of having a cook on duty in the middle of the buffet making custom pancakes and omelets for you!
Out of the three places you have listed my choice would be for Crystal Palace. Good food, a lower than blasting noise level, and once your done eating you are all ready in the park and can just go about your day!
If I may, I'd like to offer a suggestion! Not sure if you saw it or considered it and I'm not sure if your friend would be up for the drive or getting transportation over there but
The Cape May Cafe over at the Yacht & Beach Club is an outstanding character breakfast as well!
Cape May Cafe offers the same buffet style dining and goodies as Crystal Palace but without the cook making custom eats for you. Compared to Crystal Palace and Chef Mickey's it is a more relaxed atmosphere, no towel waving or parades, and the noise level is EASILY halved! This character meal features Goofy, Donald, and Chip & Dale.
